North Korea conducts live-fire drill

North Korea has conducted a live-fire drill near the disputed maritime border, Seoul officials say, but no shells fell in South Korean waters.

It is the second time in a month that Pyongyang has carried out such drills.

Last time, the exercises led to an exchange of artillery fire between North and South Korea.

But on this occasion, North Korea's live rounds fell short of the disputed western sea border and so South Korea did not respond.

"The North's shells fell in waters about 3km (2 miles) north of the NLL [Northern Limit Line, the disputed border]," Yonhap news agency quoted a spokesman from the South's Joint Chiefs of Staff as saying.

"The South Korean military is currently monitoring North Korean artillery units, while maintaining high military readiness."

South Korea's defence ministry said it was notified early on Tuesday that drills would take place near islands west of the Korean peninsula.

Firing began around 14:00 (05:00GMT), with around 50 shells fired at two locations, Yonhap said.

Warship sunk

The western sea border has long been a flashpoint between the two Koreas. The UN drew the border after the Korean War, but North Korea has never recognised it.

A similar North Korean exercise at the end of March resulted in the two sides exchanging hundreds of rounds of artillery fire, after South Korea said rounds landed in its territory.

Border islands in the area where the exercises took place are also hotspots.

In November 2010, North Korea fired shells at Yeonpyeong, killing two marines and two civilians, in what it said was a response to South Korean military exercises.

Earlier that year, a South Korean warship sank near Baengnyeong island with the loss of 46 lives. Seoul says Pyongyang torpedoed the vessel but North Korea denies any role in the incident.

Residents on all five islands were told to move to evacuation centres during the drill, Yonhap said.

Test fears

This latest move from North Korea comes as satellite images suggest Pyongyang could be preparing to carry out a nuclear test.

South Korea's military said it had recently detected "a lot of activity" at the North's Punggye-ri test site.

The test, if it went ahead, would be Pyongyang's fourth, after tests in 2006, 2009 and 2013.

UN Security Council resolution 1718, passed in October 2006 after the first nuclear test, bans North Korea from nuclear and missile tests.

The live-fire drill also follows President Barack Obama's visit to South Korea last week, which was strongly opposed by North Korea.

Washington has led calls for Pyongyang to abandon its nuclear weapons programme.

In a statement on Monday, North Korea launched one of its strongest attacks on the South Korean leader, President Park Geun-hye, calling her a "despicable prostitute" who pandered to her "pimp", Mr Obama.

South Korea described the comments as "foul words".

(Oceanside, Oregon) – The little village of Happy Camp – near Oceanside and Netarts – is not such a happy place right now. A slide has interrupted traffic along Highway 131, that winding road between Happy Camp and Oceanside, causing some major detour headaches if you want to get from Tillamook to either Oceanside or Netarts, and completely blocking off the two-mile direct route between Oceanside and Netarts.

The Happy Camp Slide is located between Oceanside and Netarts on Highway 131 just north of Happy Camp Road.  Oceanside residents have had to use the Cape Mears Loop Road as a detour during the slide repair work since early July. 

Lou Torres, a spokesman for ODOT on the north Oregon coast, said there are still a few weeks left for this project. Initial estimates were that the project would end around July 26, but it’s turned out to be much more complex and

It is a much more complex project than usual and some surprises awaited ODOT and geologists.

“ODOT might take two years to plan and build such a project,” Torres said. “But this was an emergency and we didn't have time to handle this as a normal project.”

The slide turned out to be more serious than previously thought, and it required that ODOT work on it now, during the drier season, because of future dangers the slide presented.

It required draining the area of water, excavating several hundred tons of material and more.

“What slowed down the contractor for two weeks was the amount of water that kept flowing from the hillside in to the area where they were excavating.” Torres said. “The contractor had to establish a ‘de-watering’ process with the drilling of several wells that helped to capture much of the water. During this period, the slide activity accelerated and we decided to go to 24-7 operations. This has been a complex and challenging project.”

Currently, the only way into and out of Oceanside is taking Bayocean Road from Tillamook and then going south on the Three Capes Loop, past Cape Meares Lighthouse. Netarts is still accessed by Highway 131 from Tillamook.

Depending on the flight, in no time, you’re up over the back of Tillamook Head – a 1300-foot-high, forested headland. Gary points out its sheer cliffs from this side, spots where elk congregate and even the small bald spot on top of the mountain that is a Lewis & Clark monument. It was here – some two hundred years ago – that William Clark, Sacagawea and a few others hiked over the headland to catch sight of a beached whale in what would become Cannon Beach.

Seaside and the Turnaround from Seaside HelicoptersMost incredible is approaching the tip of Tillamook Head as Gary points out a rocky arch sitting offshore called "Goonies Rock," which was featured in the movie "Goonies." Remember that scene near the end where the kids took a key and matched it to a rock structure with a hole in it? That rock is now named after the movie, visible from Indian Beach.

From there, you may swing around again, head north over Tillamook Head, and he’ll show you that rocky shoreline beneath the headland that can't be seen any other way. At this point, Seaside is in full view, as are the shores of southern Washington and hints of Astoria. At Aviation Adventures, longtime Navy pilot Allen Sprague not only takes passengers on a whirlwind tour of the north Oregon coast, but he lets you take the wheel for a bit as well. That’s right. You briefly get to fly the aircraft.

Flights begin at $35 per person and run as long as 30 minutes in some cases. He even offers beginning flight instruction at $59 per session and intermediate flight instruction at $140 an hour.

Aviation Adventures gives you the option of flying around Seaside and up to the Columbia River; or south, around Cannon Beach and Nehalem Bay. He’ll ask you what you want to see and take you accordingly.

Culinary News from North Oregon Coast, Cannon Beach

Dining outdoors at Cannon Beach Fultano's, one of the eateries featured in the recipe book.(Cannon Beach, Oregon) - One entity is publishing a cookbook of recipes from Cannon Beach eateries, while another restaurant has promoted one of its own to sous chef. The north Oregon coast town - an hour's drive from Portland, Oregon - is sizzling with new developments in its dining realm.

Ever eat at a favorite restaurant and wish you could have the recipe for that delicious dish?

The newest Cannon Beach History Center publication, A Taste Of Cannon Beach, allows you to do just that. A collaboration of efforts by the History Center and local restaurants, the spiral-bound cookbook sells for $15 and contains 72 pages of recipes provided by well-known local restaurants and food businesses. An added bonus is the story behind each establishment.

Designed to be a winner for the History Center, the restaurants, and tourists of the famed beach community, the cookbook allows visitors to take a bit of Cannon Beach cuisine home with them.

Recipes range from scrumptious coffee drinks to soups, from seafood and chicken entreés to desserts, from cookies to crab cakes - a little bit of everything sure to please diverse and discerning tastes.

Exquisite desserts at Newman's at 988.The cookbook features many of the eateries in town, including Cannon Beach Fultano’s Pizza and The Wayfarer.

At local fine food haunt Newman’s at 988, there’s been a promotion. Faitha Hearing has gone from line cook to Sous Chef at Newmans at 988.

Hearing has been employed with Newmans at 988 since August 2006. She graduated from Portland's Western Culinary Institute in November 2005 and worked as an intern under John Newman at the Stephanie Inn. Hearing then was the main line cook in Newman's absence following the departure of former sous chef Tim Milojevich, who left in July 2008 to help open La Mar in San Francisco.

Nicknamed “Sparky” by Newman, he said Hearing is “positive, calm, enthusiastic and very attentive to the guest’s needs.”

Prior to coming to Newmans at 988, Hearing worked at Bon Appetite and Red Robin. She can also be found working as a barista in the mornings at Bella Espresso in Cannon Beach.

Hearing enjoys spending time with her dog, Penny Lane and would like to travel to Turkey in the coming year.
